One of many bits of misinformation repeated around by the DM & Reform types.
If you want a real meme - a self replicating idea - think of tolls on the London river crossings or ULEZ - hundreds of thousands of people repeatedly telling each other (and so confirming) that the money raised goes directly to the pocket of Sadiq Khan. It’s believed because it’s heard so often.
