i cannot stress that last point enough
paypal can take your money as compensation if they think you break tos
is it shitty? yes. but they are NOT banks and are NOT regulated or insured like banks are. do not treat them as a bank.. it is a middleman for money.

- do not explicitly charge your clients a paypal fee (against tos). just include it in your base price.
- DO NOT leave money in your paypal. It is NOT a bank and should not be used to hold money longterm. Withdraw it as soon as you can.
