No mention of aviation, a measure of effort. I would have like a general description of the types involved: PJ woodland with 60% grass cover, Ponderosa pine at low density, oak scrub beneath....etc.

Operations Section Chief says they saw that communication was an immediate problem when they took over and cattle were one issue they needed to attend to quickly. Cattle were burned by previous team.

Kerr county of a little over 50,000 people, in Flash Flood Alley, contemplated installing a flood warning system in 2017, but it was rejected as too expensive. The county has annual budget of around $67 million, lost out on a bid to secure a $1 million grant to fund the project.
