Boeckenfoerde praegte einst das Diktum, der freiheitliche, säkulare Staat lebe von Voraussetzungen, die er selbst nicht garantieren kann. Dasselbe trifft auf das internationale Recht zu. Und genau deshalb ist es entscheidend, wie Staatenlenker auf eindeutige Brueche internationalen Rechts reagieren.
