This is a nonsensical argument. The problem with the shutdown isn't liquidity, the Treasury is not empty. The problem is a lack of Congressionally approved appropriations to spend the money.
Trump on SNAP: "Our country has to remain very liquid because problems, catastrophes, wars -- it could be anything. We have to remain liquid. We can't give everything away."
