Due to Monsoon scaling stats AND the rework of Repulsion Armor Plate, rapid chip damage enemies like Chimera Wisp and Clay Templar have received major nerfs.

Clay Templar base damage: 16 -> 9

Daily Facts 22: Gasoline is one of the few AOE items that retains its range-stacking behavior. However, Gasoline still received substantial nerfed, going from vanilla's 150% damage plus 150%+75% in burn, to 50% damage plus 100%+100% in burn in 2R4R

Daily Facts 19: Shuriken is changed from a "bands-assist" item to a "bleed-assist". Instead of dealing 400%(+100%) damage, it deals 80% without stacking. In return, it now bleeds on hit, and has a high proc coefficient (2.0).

- Medkit has been nerfed from 20+5%(+5%) healing to 40(+40)

Daily Facts 17: Royal Capacitor has received a minor rework, it now deals 1000% damage (from 3000%) in a 13m radius (from 3m). Additionally, it uses the Sweet Spot blast falloff model, so its damage is reduced by 75% in the outer half of the AOE.

Daily Facts 16: Tougher Times has been changed, its dodge chance formula now approaches 50% max dodge chance. This is consistent with Magic Quiver (a SwanSong item), so it never triggers more often than not. Additionally, Safer Spaces is changed to have a minimum cooldown of 5 seconds.

Daily Facts 15: Death Mark now stacks by increasing damage rather than duration. Its stats are now 35% damage, +35% per stack.

Rather than Collapse on hit, Voidtouched Elites now apply a Nullify stack for 12 seconds. The chance to apply is affected by proc coefficient. Voidtouched Elites now also create a singularity when they die, which will pull nearby characters on the enemy team AND on the player team.

Daily Facts 9: In Monsoon, all enemies gain scaling stats, which max out at Level 200. All enemies except Jellyfish gain a maximum bonus of +900% attack speed. Additionally, Champions gain up to 600 armor, while non-Champions gain +200% movement speed.

2R4R's Overloading Elites have significant changes! Overloading Elite bombs no longer stick on impact; instead, they have a much larger blast radius. When they are killed, Overloading Elites will also cause lightning to strike nearby enemies for 1000% damage, +500% for each strike.

Tier 1 Elites have 3x health and 1.5x damage instead of 4x health and 2x damage.

I think most people think this is super OP, but personally I think it's really well suited to her kit. The major balance issue with it is that it also allows her to shed "permanent" debuffs like Eclipse 8's Curse. Thats not an issue with 2R4R's Eclipse modifiers, but vanilla could use a fix badly.
