For anyone confused, FEMA is overseen by DHS, and their function is 90% planning and preparedness, not just showing up to hand you a check. Natural disasters happen. When leaders don’t plan, fund, or take preparedness seriously, the consequences are far worse. That’s the point.

One minor silver lining to a very bad situation is that you have Dem politicians talk about administrative burdens in clear and understandable ways. Not the case in the Clinton era, and not bowing down deservingness tropes.
Beshear: "These work requirements really aren't getting people back to work. They are about increasing the paperwork on everybody ... when somebody misses that one box, they are kicked off for six months or more."
