Gov shut downs are lose-lose situations. It's a crazy way to solve political problems. Rs held Ds hostage w SNAP cuts, air travel chaos, threats of fed wkr terminations, etc. Some Ds were bound to cave depending on constituent pressures. Rs won't give on ACA subsidies & they will take the blame.
