They're deliberately placed in a way that their glowing fins create the shape of the constellation, Pisces. The main character, Buddy, from my webcomic, SAY SOMETHING, is surrounded by several Pokemon: Ogerpon (Wellspring Mask), Hisuian Zorua, Ceruledge, and Leafeon.
