There is indeed the intention to do so. In theory it shouldn't be a problem as the station, as at Bermondsey & indeed Nine Elms, was designed as a plinth for an OSD. The majority of the Central London Railway & original UERL stations of 1906/7 were also constructed to allow air rights building.

Illustrating, this was a confirmation hearing for the Assistant Secretary but OSD failed to tell SASC in the nominating package that it had significantly redefined and reorganized the position! Fwiw, SASC says the problem is much worse with Policy than with the other Under-Secretariats
