Re: 50% -- it may matter what % of NYC's non-PD gun violence is non-fatal.

I'm not familiar w/ that specific data but homicide trend was a "classic" example in one of my college classes; if ER triage improved, nonfatal encounters can be super relevant to consider (as the PD data chart did).

Civilianization of police response should be sold to the public on grounds it understands, efficiency and cost. Hiring a 911 response contractor to handle traffic accidents made police much better at their job and also it costs less.
Finally, and most impactfully, New Orleans hired a contractor to respond to noninjury traffic accidents, which ordinarily extract an enormous amount of time from a police department; NOPD officers dedicated nearly 24,000 hours of officer time handling them in 2022 alone. Response times to 911 calls began improving dramatically right after the contractor began work in May 2023. Clearance rates have also been rising: Police in New Orleans made an arrest in nearly 60% of fatal shootings and almost half of nonfatal shootings in 2024, up from 42% and 32%, respectively, in 2023. It’s unlikely that these improvements were a result of falling crime rates, given how quickly and suddenly response times fell once the department began making reforms. Overall, response times were down 55% from 2022 to 2024 while the number of calls from the community fell only slightly. Noninjury traffic accidents, for example, fell from around 19,000 in 2022 to 17,000 in 2024, but the response time to them went from 167 minutes in 2022 to 57 minutes in 2024.
