That quote always struck me as weird.

Sea urchin lives aren't very eventful so I could see gastrulation being the most important part, but those of us chordates have at least neurulation competing with it, seems weird to knock that just because urchins.

While I'm not at the NHM, I have read Scott Gilbert's book on embryology, and I'd guess it's a side effect of neurulation (the formation of the neural tube that defines chordates), and the associated migration of neural crest cells.

29. The vert brain&spinal cord begin as an indentation in the top layer (ectoderm) of the embryo. It sinks in&folds on itself ~like pita bread folding to form a tube (process=neurulation). This tube will puff out in pairs of bulbs (vesicles). Each of these will eventually become yr brain bits

Hm, if I were going to attempt this I'd try placing an isolated neuron against the ventral surface of an early bean stage embryo and see if it will a) adhere and b) get internalized during neurulation / hypodermal enclosure
