It's 19th century army slang, Derived from an army camp, Deolali, with poor conditions. The full expression was Doolally Tap ( tapa: Hindustani, fever)
"Scottish" isn't a language. Scots is.

Where the Rain Is Stored, a new album from a quartet of Toronto-based musicians, is a natural step from those styles to an even freer, more contemporary form of improvisation. The foursome consists of three members with ties to Iran and a fourth to India.

14. The Sounds of India - Ravi Shankar (1957, Hindustani classical)

Possibly the most "out there" album for me yet, but impressive of course. Shankar builds layers of exquisite and ornate sound, and I can't help but feel I've been educated as I come out of listening to it. Wonderful.
