Federal salaries are capped at some % of the VPs salary by statute, they can only earn so much overtime beyond which they can accrue certain kinds of time off but that has its own caps

Pull enough overtime and you simply aren't paid any more, for a GS11+ with a high locality pay the cap can be hit
