VPD Cost pressures In addition to the adjustment for fringe benefit rates, VPD identified the following budget pressures: • Task Force Barrage - In February 2025, VPD initiated the Task Force Barrage to dismantle organized crime in Downtown Eastside (DTES). The Task Force included the City’s Integrated Response Teams (IRT) program, which bring together the VPD, Vancouver Fire and Rescue Services (VFRS), bylaw officers, sanitation crews, and engineering teams from the City to ensure clear sidewalks and community safety for residents, workers, and visitors on Hastings Street in District 2. The VPD deployment, which was done on call-out, from the initiation of the Task Force in February until the end of September resulted in overtime costs of $5 million. • Protests and Demonstrations - There is 15% increase in the number of protests from the beginning of the year till the end of Q2 vs the same period in 2024. • Forecasted Year-End Budget Shortfall - The VPD forecasted a year end budget shortfall mainly driven by overtime expenses needed to staff various events to ensure enhanced security, vacancies and other leaves, costs related to the ongoing investigation into the mass casualty incident on April 26, 2025, at the Lapu Lapu Festival as well as underfunded items such as uniform, body armour, civilian professionals reclassification not funded since 2018, etc. The proposed VPD budget amendments have been approved by the Vancouver Police Board.

GOOD NEWS! PACE, which supports street-based sex workers in Van, got their charitable status back. That means it can accept donations and issue tax receipts again. Likely a bit of time before they can re-start programming or drop-in services, but still an important step for a vital DTES resource.

My bf was working at a supportive housing for queer youth in the DTES, and he was trying to keep drug dealers from coming in to deal inside. One of them cornered him in an alley, stuck a gun in his face and said "google me."

Larry Campbell is the new DTES czar and I remember him well in the years I struggled in the DTES.

He was a strong advocate for harm reduction services like supervised consumption sites and his administration focused on health approaches instead of punishment.

Mayor Ken Sim Announces Major Initiatives to Revitalize the Downtown Eastside at Save Our Streets Forum VANCOUVER, BC – Today, Mayor Ken Sim addressed the Save Our Streets Forum to unveil a comprehensive plan aimed at transforming Vancouver’s Downtown Eastside (DTES) through measures focused on accountability, dignity, and public safety. The announcement marks a pivotal moment in the City’s approach to addressing addiction, crime, and housing challenges in one of its most complex neighbourhoods. At the forum, Mayor Sim outlined three key proposed policy shifts: 1. Updating the Downtown Eastside Area Plan Updating the Downtown Eastside Area Plan to encourage a mix of housing, businesses, and services. This approach aims to break the cycle of hyper-concentrated services in the DTES, including supportive housing, shelter services, and social services. This allows for the integration of the DTES neighbourhood into Vancouver’s broader community, ensuring a more balanced, supportive environment for residents, businesses, and visitors. 2. Pausing Net New Supportive Housing Vancouver currently houses 77% of the region’s supportive housing, despite comprising only 25% of the region’s population. The City also faces the challenge of managing thousands of deteriorating Single Room Occupancy (SRO) units. By pausing the construction of net new supportive housing units in Vancouver, the City can focus on renewing and revitalizing the current ageing housing stock to better meet residents’ needs until supportive housing availability increases across the region. 3. Cracking Down on Gang Activity In collaboration with the Vancouver Police Department, the City will launch a citywide crackdown on organized crime and gangs operating in the DTES. This initiative aims to address street-entrenched violence by dismantling criminal networks that exploit vulnerable residents and undermine community safety.
