Personnel is policy. There's a reason most civil servants sit for some sort of exam. Yes, examination and credentialing cause delays in hiring. But civil servants serve in a position of public trust and you want to make sure they are qualified. Otherwise you end up in *waves wildly at DHS*.

I think we need a reckoning with how to have credentialing without having arbitrary gatekeeping though.

The sad thing is that "elite social networks and credentialing institutions explain how capital influences state behavior" is generally seen as a weak and outdated explanation. But over the past couple years all the most vulgar theories of state/capital relations are looking correct
