Summary of Budget Decisions Additions General Fund Additions One-time General Fund resources are allocated for the following purposes: $125,000 to support rent subsidy in the Everette Station Lofts. $500,000 to allow for an initial start-up of a homesharing pilot, including a staff position to research, propose, and help implement operational and legislative changes that would be necessary to establishing a homesharing program, as well as external materials & services funding to partner with a communitybased organization thatcan work directly with prospective homeowners and landlords. Reductions Budget Notes General Fund Reductions The Adopted budget includes reductions to the Bureau’s General Fund allocation for the following: The Mayor’s guidance included a proposed an ongoing reduction in General Fund Discretionary resource. Through realignment of resources, Housing Bureau presented a reduction in General Fund that totaled $800,000. The cuts reduce the General Fund subsidy to the down payment assistance program and the home repair program. Short Term Rental revenue was used to offset the reduction and maintain the same service level for these two programs. The City of Portland’s allocation of General Fund discretionary resources to the Joint Office of Homeless Services is reduced by 5% on an ongoing basis ($1,559,345). The City’s General Fund allocation to the Joint Office of Homeless Services is reduced by $4.8 million on a one-time basis to reflect the underspending of funds from the State of Oregon. One-time General fund reduction in External Materials and Services (EMS) by $28,761 as part of a 2% reduction in EMS across all bureaus and service areas. $50,586 reduction in General Fund ongoing allocation to Housing Bureau as part ofa$9.5 million Citywide reduction from redesigning and streamlining core services.

UNITED STATES OF AMERICA, Plaintiff, CIVIL ACTION NO. v. STATE OF MAINE, Defendant. COMPLAINT 1. Each year, the State of Maine (“Maine” or “State”) segregates hundreds of children with mental health and/or developmental disabilities, referred to throughout as behavioral health disabilities, away from their families and communities in institutions in- and out-of-state. These children do not need to be segregated. The families of many of these children want them home. Other families would choose to have their children live at home or in another family home if provided a meaningful opportunity to do so. Maine administers its behavioral health service system for children in a manner that gives the families and guardians of these children no meaningful choice other than institutions. This leaves hundreds of children separated from their families and segregated from their communities. 4. In theory, Maine funds and administers an array of behavioral health services,which it uses Medicaid and other publicly funded programs to fund, that help children withdisabilities avoid or recover from mental health crises and manage their behavioral healthdisabilities so that they can stay in their homes and communities.5. But, in reality, Maine fails to provide children access to community-basedbehavioral health services. As a result, hundreds of children are segregated in institutions .... Manymore children are at serious risk of segregation because they cannot access Maine’s communitybased services ... families are often directed to call thepolice or take the child to the emergency room. This puts the child at risk of institutionalization.Similarly, because the behavioral health services children need to return home are oftenunavailable, children who are taken to the emergency room often get stuck there. They are thensent to institutions.
