@mikeal I have vague thoughts on ActivityStreams and Web3 and IPFS.
For this to even work at all, IPFS content addresses need URIs.
I found a thread from 3 years ago, where else should I look / ask?

There is a JSON-LD namespace that lets one actor (virtually) "bite" another actor.

And, according to this ( https://jsonld.bovine.social/ ) it is in use on the Fediverse.

"adopting ActivityStreams partially wouldve been more confusing than helpful. [..] we werent using the same semantics of AP, and it didn't seem like a huge win to spend a lot of time trying to match those schemas" <- so this, right there, is my main heart-ache / point of disagreement.

A good file-extension for ActivityPub / ActivityStream files might be:
.activity
And maybe also:
.jsonactivity
Those could be used to trigger a web-server to respond with the Content-Type "application/activity+json".
