It’s possible it had improved, or that it was more focused in 2024, or more responsive to VLOP regulations - this looks a bit like the latter files.maldita.es/maldita/2024... (if this is the same study?)

Right, but even so the user count is still half the minimum threshold: 20 million total users globally, therefore they don't even come close to needing assessment as to if they're a VLOP or not, it's very very clear they are not.

If your company classifies as a VLOP (Very Large Online Platform, >45M MAU) then yes, you need to have some office in the EU, is my understanding.

Bsky is not a very large online platform (yet). You need to have 45M registered users in EU to be considered a VLOP, and ATM BSky has "only" 22M users worldwide. There are anyway other prescriptions that any platform is required to conform to by EU lawmakers, and BSky should start to work on them.
