What existed before bureaucracy was the spoils system, where flunkies get jobs as favors, and massive lack of services, where nothing (water system, education system, transportation system) existed unless you were rich enough to build your own.

HVO is another liquid fuel cul de sac, and increasingly linked to deforestation and corruption. The only viable solution for transportation is to electrify everything.
