Can of compressed air, blow out the outlets. If it is spiking like that, it probably needs to be cleaned out. Also, never worked on a Mac personally, but thermalpaste can dry out and needs to be replaced from time to time.

Liquid metal thermalpaste was a mistake. That shit fused after 2y, had to heat it up and make this CPU spatula to get it off 😐

I cant imagine you finding a p4 prescott that hasnt burned up at this point. mine literally ignited the thermalpaste. My best guess is that that paste broke down, and collected a ton of dust that ignited
