This is absolutely the right take.

The conventional approach to road "safety" in the US is really about limiting liability, reducing congestion, or state sanctioned victim blaming (or all 3).

We were making headway on changing that with the #SafeSystem until this year.

Drivers can be distracted by many things. The distraction I most often see is drivers looking at their cell phone, or eating, or putting on makeup, or talking to the person sitting next to/behind them. Lots of things distract drivers. Distraction doesn't need to result in death/injury. #SafeSystem

As currently structured the US system too often says that #TrafficSafety is an individual behavior issue and fails to connect infrastructure and behavior

It makes it harder to implement a #SafeSystem Approach with redundant layers of protection when agencies don't engage with how they interact
