i think you would need to pull someone who isnt currently running in because none of the other candidates are super credible. but platner only exists because of a concerted effort by people in state, i dont think its so outside of the realm of possibility to find someone else

The building project reported by the city is a replacement of an existing customs office.
I have seen no indication that this project is anything other than a replacement for a very old facility.
