It used to be when you clicked a link for a PDF, a PDF would download. Now, you get taken to an in browser PDF reader which has a download link to click, except it's not a link, it's a menu from which to choose a PDF or an epub.

Just let me get the PDF on my own computer with one click, please!

だからこそ、性差別の解消は私たち全員にとって大切な問題です。「性差別＝女性の問題」ではなく、すべての人が考えていく必要があるのではないでしょうか？

September 2025 - 2 BvL 20/17, 2 BvL 21/17, 2 BvL 5/18, 2 BvL 6/18, 2 BvL 7/18, 2 BvL 8/18, 2 BvL 9/18 Beamtenbesoldung Berlin Mit heute veröffentlichtem Beschluss hat der Zweite Senat des Bundesverfassungsgerichts die Besoldungsordnungen A des Landes Berlin im Zeitraum 2008 bis 2020 mit wenigen Ausnahmen für mit dem Grundgesetz unvereinbar erklärt. Der Entscheidung liegen mehrere Vorlagen des Oberverwaltungsgerichts Berlin-Brandenburg sowie des Bundesverwaltungsgerichts zu einzelnen Besoldungsgruppen und Zeiträumen zwischen 2008 und 2017 zugrunde. Die Prüfung wurde durch den Senat auf alle Besoldungsordnungen A und auf den gesamten Zeitraum vom 1. Januar 2008 bis zum 31. Dezember 2020 erweitert. In seinem Beschluss entwickelt der Senat seine bisherige Rechtsprechung fort. Die gerichtliche Kontrolle, ob die Besoldung evident unzureichend und Art. 33 Abs. 5 Grundgesetz (GG) deshalb verletzt ist, vollzieht sich in drei Schritten: Erforderlich ist – erstens, sofern Anlass dafür besteht – eine Prüfung des Gebots der Mindestbesoldung (Vorabprüfung). Es bedarf – zweitens – einer zweistufigen Prüfung des Gebots, die Besoldung der Beamten fortlaufend an die Entwicklung der allgemeinen wirtschaftlichen und finanziellen Verhältnisse und des allgemeinen Lebensstandards anzupassen (Fortschreibungsprüfung). Schließlich – drittens – ist, sofern die Vorabprüfung oder die Fortschreibungsprüfung einen Verstoß gegen das Alimentationsprinzip ergibt, zu prüfen, ob dieser Verstoß ausnahmsweise verfassungsrechtlich gerechtfertigt ist. Im Ergebnis stellt der Senat fest, dass rund 95 % der geprüften Besoldungsgruppen in den Jahren 2008 bis 2020 mit dem Alimentationsprinzip aus Art. 33 Abs. 5 GG unvereinbar und damit verfassungswidrig sind. Der Gesetzgeber des Landes Berlin hat verfassungskonforme Regelungen bis zum 31. März 2027 zu treffen.
