A lot of it is holdover from early thinking of AI as miltech: autonomous missiles and subs and stuff. And as ever, a lot of miltech gets funding by casting the Chinese as the villains.

A lot of the VC money for smaller startups that aren't directly doing AI/MilTech/etc, dried up post-ZIRP. You'll struggle to start a business doing something other than what the bigger companies are already doing.

The urgency is driven by China's strategic turn-off of supply of these minerals, without which all kinds of US miltech just doesn't work. The US may Balkanize first, which is our best hope for an opportunity by which to recapture some sovereignty or we could ask Mozambique about how to decolonize.
