I see no proof they even produced 12 chips. Their vague talks about packaging and SiP technology reminds me of the earlier warning by Maxim Koposov:
“some unscrupulous companies can use a domestic chip as a decoration, while in fact all the functionality is implemented on foreign microelectronics”
