Not really, because the Orange Book was a manifesto for small-state liberalism, localism and anti-welfarism. What I'm proposing is closer to the big-state welfarist liberalism of Blair and Brown, albeit updated for the present context.

This badly needs to happen. The police never seem to enforce the Localism Act which (in theory) makes dodgy/incomplete registers of interest a criminal offence.

I've reported on countless cases of the rules simply being ignored. Time for standards to be enforced.

Now, the big difference for progressive and liberal dems is that they (generally speaking) can present their localism in opposition to Republicans due to their blue districts. Progressives that run structurally moderate campaigns (Omar, Tlaib, Bowman, Bush) have an iffier time of it.
I don't know that this is robustly evidenced, but it's certainly how moderate Democrats in purple or red districts present themselves to voters. Some, like Gluesenkamp Perez or Cuellar, really mean it, but others are seemingly more tactical and flexible.
Like, here is a theory of moderation: moderate Democrats win votes because they position themselves as localists who will resist the imposition of national-level ideas that people in their district are skeptical of.

Reducing the number of law enforcement agencies would be an excellent idea. (And a blueprint for states who want to do this too - there's no good reason for every town, university, etc. to have its own police force.)

Extreme localism leads to a lot of problems in the US, on this and other issues.

...and localism in general. It's all well and good to desire greater local & community political participation & engagement, but it goes very badly very easily when such participation is dominated by small and wealthy demographics with abundant time and interests in extracting rents from others.

Again a systemic story that's bigger than the individual bits: a govt which ran into power in large part based on banging the localism drum about water has accelerated the pace of centralised - and personal Ministerial - decision-making.

This is a big story about this govt. Someone should tell it.

So why hasn't she declared it on her register of interests?

It is a legal duty under the Localism Act. Failing to declare relevant financial interests is a criminal offence.
