I did research into these laws back at HOME Line in 2021 and found that just over half of states (26) had some permission for tenants to repair and deduct for most breaches of habitability laws, while about 18 restricted it to essential services like heat. Amounts ranged from 2 months rent to ≤$500

That said, GJ 251 c orbits a red dwarf star—these stars are prone to flares and variable activity that could strip atmospheres or make life less likely. So while the discovery is thrilling, habitability is far from confirmed.

Security of tenure is the backbone of all other tenant protections. Rent control, eviction rules, habitability requirements - all are rendered almost meaningless without it, because all a landlord would have to do is wait for the current lease term to end and refuse to renew.
In particular, they want leases to no longer necessarily remain in effect indefinitely, so that landlords have more options for creating tenant turnover.

My article is out! On how ‘ecosystem services’ went from a word for those aspects of nature that economics cannot express to a word for nature's economic value, and how concerns for planetary habitability disappeared from the environmentalist vocabulary.
