This approach highlights a split strategy: limited use abroad but strict control within the country. Russia has also legalized and is tightening oversight of cryptocurrency mining. This policy mirrors the central bank's opposition to crypto as a medium of exchange. This approach has led to friction, but no change in the core prohibition of crypto payments. The ruble's monopoly remains across retail, online services, and commercial contracts.
