The Prime Directive should have an exception for rescuing pre-warp civilizations from natural disasters. All arguments to the contrary (e.g. "we don't have the right to play God") have been nothing more than cowardly abdication of moral responsibility.

Abolish the police, abolish the prison system, defund the military, redistribute those funds to social supports and infrastructure so no one is hungry, unhoused, without medical care, without clean water or air, without support following disasters, so everyone has access to safe roads and bridges...
