Quite easily - schools got better in England in that time, schools in Scotland have been going backwards since devolution both during high spending and low. Just as e.g. SEND outcomes in Scotland are better for much less money than in England, money isn’t the only variable.

Anas Sarwar,& Scottish branch office of UK Labour, are entirely opposed to devolution. When they respond to ScotGov complaints about Westminster policies not working for Scotland, their automatic ingrained response is not how to help Scotland but how to blame Holyrood for Westminster's failings.

Scrapping Borough councils and creating huge council authorities needs further scrutiny. It's being sold as devolution, but will translate as poorer services and higher council tax. We are paying for everything,whilst big corporates and property developers are laughing all the way to the bank.
Tax payers money that is going into Freeports needs exposing to everyone in this country, and how the new Regional Mayor's will decide what happens with our council money, because that money can go into Freeports too.

50% of land in Scotland is owned by 421 people or entities.

Until 1999 Scottush land reform would have stalled in the House of Lords. Since devolution Scottish ministers have done nothing and the SNP blocked MSP proposals to cap an entity's land holding.

Glacial change matches the landscape.

Everything can change following Indy if we choose to take it.
Under devolution, lairds will lobby etc & use the judicial system to full effect, after all they have the money.
If all else fails, they’ll have recourse to the Supreme Court which they won’t have in iScotland.
