GDS require a supplier with expertise in data architecture for interoperability and alignment as well as sound understanding of making this actionable and setting up for effective delivery. We are looking for robust knowledge of federated data architecture, understanding of challenges with legacy systems and security and evidence of implementing data transformation across organisational boundaries. We expect availability as a minimum of: ● 1x Principal (Data) Architect who can lead strategic ownership and engagement of this work alongside service owner ● 2-3x Data architects and 1-2x business analysts who can analyse the existing landscape at pace and develop robust models for 'to be' and any transition states. As well as collaborate with product teams to establish effective long-term delivery. This work seeks to utilise skills and experience not available in the public sector to deliver an actionable architecture which supports the NDL's long-term vision and can be published by the end of FY25/26, in collaboration with the NDL team and other stakeholders (within and outside of Government). It will be critical to utilise opportunities to align with, learn from and reuse existing Government work.

The UK government has committed to the creation of a National Data Library (NDL), providing access to all public sector data and potentially other nationallyrelevant information resources. Wellcome and the Economic and Social Sciences Research Council (ESRC) acknowledge the importance and opportunity of this initiative and have worked to engage the research community to understand how the NDL should be designed and run for maximum benefit. The outcome was a high degree of consensus – this paper describes the process and the key themes this expert group identified as essential to the NDL's success.

We believe there may be an opportunity for the LGA to support the sector, by exploring the possibility of improving the quality and management of some key data and then making it available commercially as a national dataset. This model already exists for addressing and streets data, in the form of GeoPlace, a company owned by the LGA (jointly with Ordnance Survey). Such an endeavour would require a sustainable model, in which councils receive some income from their data (and the use of the data is strictly controlled), while the LGA also receives income for its role. We are keen to understand what data held by (all) councils might form part of such a model; and what data, if any, councils are already offering commercially. This research will provide valuable insights into whether this is a feasible business proposition.

Q. Do we need the role of Chief Data Officer? Do we need a Minister too perhaps? Does the current remit go far enough? I am not convinced we need a Chief Data Officer. And the fact that Cabinet Office has created this as an additional role for Mike Bracken, rather than bringing in someone new, suggests ministers and/or the civil service may not be completely sure either. (But the Americans have a CDO so we have to have one too, at least on paper.) A Minister for Data would be even more pointless. It might raise the political profile of data within central government, but that isn’t really what we need. The best work on opening up public information over the past several years has been done within departments and agencies acting mainly on their own initiative. DfT, Health and the ONS are good examples. Cross-government policy, lead by Cabinet Office, has been less effective. GDS's cull of hundreds of government websites has effectively removed a vast amount of useful public information from the web (and what remains, on Gov.uk, is badly organised). Data.gov.uk (launched in 2009) is still in beta. There has been very little attempt to engage with journalists to raise the profile of open data, which should really have been one of Cabinet Office's priorities. So I am very sceptical that consolidating responsibility for data with Mike Bracken (within GDS) will produce significant benefits. GDS has a very tech-orientated, transactional approach and tends to treat information and data simply as consumables. What we need instead is more professional resource devoted to information management. If we must have centralised control I would rather the effort was led by ONS or National Archives.
