This conflicts w Council Decision 2011/168/CFSP, which aims, inter alia, to promote the widest possible participation in the ICC. It's a CFSP decision, so not subject to CJEU jurisdiction, but it should be added to the list of HU violations of EU values, justifying its suspension under Art 7 TEU.

I see some convergence on the need for more DF spend/capabilites between gov and SF / Labour. CFSP, PfP, bilateral enhanced relations much more complicated. But the 'social licence', public engagement, aspect is vital as you say. And not being afraid of interest groups who wish to shut down debate.

- Further on enlargement, an openess to phasing in/gradual integration, including observer status in EU institutions going as far as the European Parliament or the Council in CFSP. This could be interesting.

You are correct - EU wouldn't welcome a full re-join and the UK doesn't fit in EFTA. Michaels point about joining SM (and customs union) rings true to me but definitely not the Swiss way.

Correct—there was always an element of keeping Europe down—junior partner at best. Note that every time Europe looked at defense (CFSP, EU battle groups come to mind) the US pushed back as they would threaten NATO
