I assume the intention is to use a Alstom/Bombardier TRAXX locomotive, but I am not sure there is one of those that exists with permission to run in FR, BE and DE and haul passenger trains. FR, DE exists we know, so it ought not be impossible to get this to work

What can go wrong?

Italo has a stronger incentive to do this than Trenitalia. They have deep pockets because of MSC money. But they’d need to order new trains to do this - likely Alstom Avelia Stream that Virgin Trains also wants.
