Yeah, if you install a game without a native linux version, steam will automatically also install a proton runtime for it that lets most games work just fine on windows, with the exception being mainly games with kernel-level anticheat. You can check on the website ProtonDB for any specific game.

The difference being that SteamOS is a fully-functional Linux out of the box, and Valve isn't putting any restrictions on what other OS you can install on it.
