Are American taxpayers subsidizing ExxonMobil’s partnership with a Chinese state-owned oil company to produce oil in Guyana?

$200m ransom isn't a smart deal for Columbia given that the sword of Damocles is still hanging over them (see below). They just got a reprieve. The sharks will be back once they smell blood. As you put it so well: "the problem with paying ransom is that it incentivizes the taking of more hostages"

2017 tax reform made some progress on international tax, albeit imperfect, which the 2025 tax bill undermines. At the same time, the rest of the world is moving forward in tackling corporate abuse of tax havens (the current US government opposes those efforts).

The company that will benefit from the $1b offshore tax handout they lobbied for is touting their $100k donations to "underprivileged communities" in the US Virgin Islands.
Perhaps the communities would be less underprivileged if you stepped up and paid a minimum amount of tax?

It could undermine foreign investment just to have this law on the books, regardless of whether and how Treasury exercises its broad discretion.

9/ Tucked in 100s of pages is a tax benefit for certain investors in US Virgin Islands. It won't help US VI development - doesn't cover future investors, only those already invested. Smells like pork.

6/ R tax bill adds a misguided, possibly unlawful, tariff-like punitive tax on companies & individuals from countries whose tax policies Republicans don't like. Goal: change foreign tax laws by brute force and undo recent global tax cooperation against corporate tax avoidance.
It won't end well.

4/ Of note, Big Tech is a big beneficiary of one of these low international tax rates, called "FDII" - a tax break on their windfall income from exports. Current House bill makes it permanent.

2/ First, the bill makes big multinational corporations happy by permanently extending the 2017 tax rates on certain offshore income, which were scheduled to increase after this year.
This is no small change, whether $174 billion (per JCT) or $410 (per Penn-Wharton)

Why haven't they stepped up?
To add to the "quiet appeasement" theory, I suspect that both corporate and academic leaders are eager for tax cuts (or more precisely, to prevent tax increases). Short-sighted and misguided to be sure, but likely a big factor.
