It seems to that GW wanted to change a lot with the Gathering Storm narrative (in the case of Ynnari, for worse IMO) but never did.
I always thought Ynnari would excel as their own faction with their own units and identity that could ally in other space elves

So it just leaves it kinda empty, like the Eldar have nothing to meaningfully fight for other than "survive".

It feels a lot like the Marvel-ification of all media. Characters can never die. There are no stakes for any of the factions.
Even for the Eldar - the Ynnari have been basically cast out, Eldrad is back home, Yriel is back to being a pirate, nobody new has entered the roster that can die
