Quebec, at the federal level, hasn't voted significantly for conservatives in decades. This election, the majority of their seats are liberal. Bloc isn't close to conservatives in values. Conservatives seats, Quebec, 2021: 10/78. 20 in 2019. 12 in 2015. 5 in 2011, 10 in 2008.

I think the table you're referring to is how many people voted for the habs to get into the playoffs. No one did. Just like 3 other teams. it doesn't say who will finish last.
