I think it is also to do with how TWW was originally concepted, and Midnight they had to make changes to spread things out. It'll probably get better, least I hope after 12.1 and onwards. Sometimes you do have to pivot to fix broken stuff and get it on the right track. Not always pretty.

Most of those are the HD variants of the old TBC items.

I think that image is the Silvermoon harbour, it is far from Sunsail. And if we look in the background the city is there. This location was never added apparently. Well untill now.
