Because the Catholic Church uses its immense wealth to run a number of science things, including a large telescope in Arizona called the Vatican Advanced Technology Telescope.

Note, also, that the US is not a signatory of the agreement to arrest people for the ICC... unlike Canada and the EU... Basically, Putin is going to Alaska to avoid entering regions where he might be arrested.

As for SpaceX getting most of the contract, it is only partially corruption, as the Falcon rockets have been flying for years with rather good track records, while the new ULA rocket was only certified in March and the Blue Origins rocket has only had one flight and is their first to go to orbit.

Also, this isn't NASA's domain at all, as this is Space Force stuff. NASA is about research, USSF is about military stuff (before USSF, this stuff was handled by the Air Force).

Historically, the USAF used ULA-made rockets, but since 2016, SpaceX has also been getting a portion of the contracts.

Most of the time, it's cheaper and easier for NASA to contract a launch provider company such as SpaceX, ULA, RocketLab, etc. and only focus on the payload.
Unfortunately, SpaceX is currently the only US launch provider that does things like crewed ISS missions (Boeing tried and it went... poorly).
