But they could have used the IP adress of the origin server (content server behind the CDN) for faa.gov in order to redirect it at web level to www.faa.gov which is served by the CDN.

They use www.faa.gov and not faa.gov because they are using a content delivery network (CDN) which is Akamai.
When you use a CDN you need to point your domain to a DNS CNAME (alias) provided by the CDN and it is not possible to use a CNAME with the apex (the main domain).
