Yes, agreed, and pretty much what I was saying. They'll maybe come close to .500 with these additions. Good start, but still not a team that will contend.

Meanwhile, given that the other leagues don't have the same kind of spending disparity, it can be inferred that the reasons for the data differ between leagues - and therefore, it doesn't even make sense to begin with from a statistical standpoint to compare the leagues in this manner.

In my opinion, that's not the correct conclusion to be drawing from the data. In MLB, it's the teams in the top half of the spending that reach or win World Series, with only sporadic exceptions like the mid-2010's Royals and Marlins prior.

The Steelers hold the tiebreaker in five out of six possible tie scenarios - the one where both teams win out, the one where both teams lose out, and three out of four where both teams finish 1-1. The one scenario that favors BAL is they L to Texans W Browns, while PIT W Chiefs L to Bengals.
