None of this is backed by mechanics, but in my mind, the water mills are powered by the stream behind them, and suck cool air off the ocean. It carries the smell of food throughout the village, and funnels a much needed stream of cool air into the combat arena.

You arent a bad person for not thinking about every bad thing happening to someone else right now. we literally aren't built for that. So in a way, forcing yourself to consider the world’s problems with empathy and compassion is just you baiting yourself into depression.
