No, it's pretty normal if they need to take power domestically. They switch to other countries when they need to hold power and can't paint the internal "enemy" as a threat any longer.

If we're making something new we could try to improve on it. How well do those systems utilize those specialists? Are there ways we can distribute visits more efficiently? Can we prioritize referrals without requiring them?

I think part of it is just the amount of overhype and false promises. It's at a point now where I find it useful day to day for things that weren't worth the time to automate. I don't think it's the tech itself, it's the social quagmire surrounding it - including very real issues.
