I think you're missing my point. I do not believe it's possible to "migrate all SSA systems off COBOL...onto a more modern replacement like Java within a scheduled tight timeframe of a few months" as the article states. I think it would take much longer and $, and not just because of code but infra.

These laws are written by big ag to make it easier to hire migrant teens by eliminating parental consent (often they are unaccompanied) and rules that require oversight so they aren't checked on frequently. So they actually facilitate the hiring of immigrants.

For real it's pretty hard to "break things" when you're working in a massive tech company. They gave huge investments in developer tools, security and reliability engineers plus a culture of strict code review. Gov sys is more like cobbled together with contractors. Timeline off by 3 years
