Because it's Russia, I'm tempted to apply Russian logic. As proverbially known, the Arab Spring was caused by grain prices increase. Putin fears the Gaddaffi fate like nothing else. Maybe, they import grain massively to prevent it.

The railways have time to clear the backlog and they do what they do best - ship coal and grain. That's what they were probably built for.
In November, the steelmill receives the coal but is out of business anyway because we don't mention war.

Exactly. A steelmill orders coal from Kuzbass in June. It doesn't arrive because of the railways and lands in the backlog.

Of course, you never know, but assuming their data is not completely cooked, it might be one of possible explanations why the numbers are so weird

But, at some point, late summer/early autumn, the economy overtook the railways. Since there are no new orders coming in, and mostly backlog to clear, it might be easier to manage the system, the situation became more predictable. Thus, the rate of decline slowed down.

I had this wild thought about the data you presented here:
Until very recently, the decline in loading was caused by the Russian railways. As it was going for some time, there probably was quite a lot backlog as the economy produced more, then the railways could carry.

Sam głosuję na niego z powodu przykrego obowiązku. Ale chciałbym, żeby to był ostatni raz kiedy czuję się jak frajer oddając głos na kandydata PO.

Możecie nie lubić Trzaskowskiego z tych, czy innych powodów, fair, nie głosujcie. Oddajcie pusty głos, albo wyjdźcie na spacer, albo do kina. Niedługo premiera nowego Wesa Andersona, a chyba każdy trochę lubi Wesa Andersona.
