I‘m not sure how igneous make the EU appear weak when it would a) recognise the issues left by Brexit, b) not undermine the EU’s existing constitutional order, and c) meaningfully strengthen the EU‘s capabilities.

Sure, a dozen on their own won’t kill the proposals. However, much like the welfare changes, there will be more that privately despise the proposals and would be less inclined to back it when a) they’ve swallowed a lot of shit already, and b) the leadership could easily drop them at the last minute.
