Officers swear to uphold the constitution, full stop. The heavy lifting IS on the Officer Corps to make sure they aren't propagating illegal orders. Expecting lower Enlisted or even NCOs to make that determination is farcical.

If Russia gets Mediterranean ambitions the Balkans are going to regret it. They already tried the soft power grab in Moldova. Romania, Serbia, Croatia, Bulgaria even are all ripe pickings.
