There’s tremendously cheap land around just where I’ve looked in PA; used 40’x8’x8’ shipping containers cost ~$1500 each; solar panels are expensive but not as expensive as I thought, maybe $1200 / 1 large 200kWhr panel or so? Bulk sand/clay/ash/straw/etc can be used as building materials for cheap
