The board would hire a manager and he/she would hire actuaries to determine the per person contribution required. That cost should be deducted from monies paid to the federal government by the states involved.

The AG should be directly elected on the midterm election cycle. Put the partisanship in the hands of the people.

I would suggest that we "qualify" those wishing to run in a convention in 2026. Then we let those 20 to 30 folks cut the list down to 2 or 3 who can run in the primaries.
